Performs advanced contract duties to include developing, analyzing, evaluating, reviewing, processing, ensuring applicable compliance, inspecting, implementing and monitoring contracts. Work requires extensive contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Essential Duties:Contract Specialist III
Assists with contract negotiations.
Assists with recommending policy and procedure changes and solutions.
Reviews contracts, amendments, subcontracts, procurement documents, change orders, work orders, supplemental agreements, time extensions, acceptance testing and consultant qualifications.
Administers district Set-Aside programs and other consultant contracts.
Assists in developing plans for implementing new contract evaluation requirements.
Develops, writes, revises, or prepares contracts, amendments, procedures, forms, related documents and provisions, financial/statistical graphs and reports.
Ensures contracts are payable and meet all legal requirements.
Maintains, updates and compiles detailed data, reports, summaries, files, records, logs, statistics or specific contracts including procurement documents and revisions; writes routine and unique correspondence.
Monitors, updates and reconciles accounts and contracts in an automated information management system to include Financial Information Management System (FIMS) and Budget Monitoring System.
Prepares bid proposals including researching previous contracts, writing specifications, advertising notice to bid; contacting bid list contractors; scheduling and conducting pre-construction/pre-bidding conferences and public bid openings.
Performs other job responsibilities as assigned.
Contract Specialist IVIn addition to the duties listed above
Conducts audits, researches and identifies problems with proposals, contracts, contractors or lettings and proposes solutions.

Minimum Qualifications:Education: Bachelor's Degree in Business Administration, Finance or related field. Relevant work experience may be substituted for degree on a year per year basis . Substitutions for Minimum Qualifications
Contract Specialist IIIExperience: 3 years in contract administration, administrative support, bookkeeping or accounting. Related graduate level education may be substituted for experience on a year per year basis.
Contract Specialist IVExperience: 4 years in contract administration, administrative support, bookkeeping or accounting. Related graduate level education may be substituted for experience on a year per year basis.
Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

Applicable computer operating systems and relevant applications
Generally accepted accounting principles, procedures and terminology
Contract record-keeping
Contract negotiation, development and management methods
Applicable laws, rules, and regulations
Public relations for maintaining effective working relationships with individuals and groups, both internal and external
Writing, reviewing and revising documents to include engineering notes, specifications, standards and procedures
Prioritizing and organizing work assignments
Using computers and applicable programs, applications, and systems
Monitoring contracts and procedures
Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals
Contract writing and specifications
Physical Requirements and Working Conditions:
Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
Standing-prolonged periods of time
Repetitive Motion-substantial movements of the wrists, hands, and fingers
Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading

Position InformationTxDOT San Antonio District is looking to hire a Contract Specialist III or IV based in San Antonio, Tx. The District Maintenance Office manages a multitude of maintenance contracts and oversees the district maintenance budget for contract services. This individual will be responsible for reviewing change order submittals, monthly estimates, and other contract documents for accuracy and correctness as well as assisting with the monitoring of the maintenance contracts budget to achieve the Districts overall goals for spending. This individual will serve the 12-county region to provide training and guidance to inspectors and project staff for projects that they oversee.
Annual Salary RangesContract Specialist III (B20)- $48,158- $77,477
Contract Specialist IV (B22)- $54,614- $88,703
This position is for (1) Contract Specialist III or IV , depending on business needs and applicant qualifications. TxDOT reserves the sole right in determining the level of position based on business needs and the applicant's work experience, education, skill level and all other appropriate factors
